Biography:
Howard Apsan is an adjunct professor of public affairs at SIPA since 1986. He has also been a consultant since 1986, advising commercial, institutional, and government clients on a range of organizational, environmental, and financial matters.
Howard's teaching interests include public management, administrative leadership, and environmental policy. He writes and lectures regularly on management, the environment, and selected policy and finance issues. Among his major publications is his doctoral dissertation on public school finance.
His public service career included various policy and management positions at the New York City Department of Sanitation, the New York City Board of Education, and the New York City Mayor's Office. He served on various boards and committees, including the New York City Chapter of the American Society for Public Administration, the New York City Partnership Environmental and Energy Committee, the New York City Brownfields Task Force, and the editorial board of the Journal of Environmental Quality Management.
He received a BA and an MA from Brooklyn College in 1979. In 1981, he received an MPhil from Columbia University followed by a PhD in 1985.
