Biography:
Lieutenant Colonel Joseph H. Felter, a career Special Forces and Foreign Area Officer, is the Director of the Combating Terrorism Center at West Point. Lieutenant Colonel Felter is also on the faculty of the Department of Social Sciences at the US Military Academy. His military experience includes service as a platoon leader with the 75th Ranger Regiment and as a Special Forces A- Team Leader and Company Commander in the 1st Special Forces Group (Airborne). As a military attaché in Manila, he planned and coordinated combined efforts to develop the counter terrorist capabilities of the Armed Forces of the Philippines. Lieutenant Colonel Felter has provided operational support to the US Embassy in Kabul, Afghanistan, is a frequent guest on national news media providing commentary on national security issues, and has testified before the US Senate on terrorism related topics. He is a graduate of the United States Military Academy, earned a Masters degree from the Kennedy School of Government at Harvard University and received his PhD in Political Science from Stanford University. His dissertation assesses the impact that quality and structures of state internal security forces have on efforts to combat insurgency and terrorism at the small unit level.
