The Council of the European Union Traineeships

With the aim of enabling European citizens to familiarise themselves with the European institutions, the General Secretariat of the Council offers various types of traineeships:
-paid traineeships
-compulsory training period as part of a student's studies
-traineeships reserved for national officials

These traineeship possibilities are aimed chiefly at new graduates from universities or equivalent higher-education establishments.  They are for nationals of the EU Member States.

For nationals of a State that is a candidate for accession, currently in negotiations, traineeship possibilities are limited to national officials.

Trainees will be attached to a department and work as part of the team to which they are assigned.  They may be required, for instance, to attend meetings of working parties (and possibly Coreper and Council meetings), draft minutes or carry out preparatory work or research on a particular subject.  It should be noted that the languages most used at the General Secretariat of the Council are French and English.

Paid Traineeships
Each year the General Secretariat of the Council offers some 80 paid traineeships lasting 5 months. Traineeships are offered to EU nationals who, by the deadline for the lodging of applications, have completed at least the first cycle of a course of university studies evidenced by a degree certificate or equivalent.
There are two five-month traineeship periods, as follows:
-1 February to 30 June
-1 September to 31 January
Applications must be submitted between 1 July and 31 August of the year preceding the traineeship.
For 2009 the online application form is accessible from 1 June 2008 to 31 August 2008.
For more information and to access the online application

Compulsory Training Period as Part of a Student's Studies
The Council General Secretariat also offers unpaid traineeships to young third, fourth or fifth year students of a higher-education establishment or university whose programme of studies requires such a period of training to be undertaken.
Since there are only a limited number of openings for such traineeships, you are advised to contact the Traineeships Office in advance; you will then be sent an application form by e-mail.
Selection procedure
During the year the Traineeships Office may consider applications from students of a higher-education establishment or university that requires them to undertake a traineeship.
The application file for a compulsory traineeship must include:
a completed application form;
a curriculum vitæ;
a letter stating the reasons for the application;
a legible copy of a passport or identity card;
an official certificate from the education establishment certifying:
either that the applicant is required to complete a training course as part of his course of study or for access to a profession
or that he is required to do research for a thesis or a doctorate;
a copy of the diplomas or official certificates held;
copies, where necessary, of attestations of professional experience;
proof or a substantiated declaration of knowledge of the languages stated on the application form.
Any other optional document in support of your application for a traineeship – such as references, for example – can be included in your file.
Successful applicants will receive an offer by e-mail stating the period of their traineeship and the department to which they will be assigned.  When they have accepted the offer, the Traineeships Office will send them a contract.

This programme is intended for officials from ministries, government or regional agencies and the diplomatic corps of the Member States of the European Union or of a State that is a candidate for accession.  "National official" trainees are officials employed by one of these national administrations and paid by them.

NATO Parliamentary Assembly Research Assistant Programme

The NATO Parliamentary Assembly usually employs eight paid Research Assistants from NATO nations each year. In general, four of these start in late January and finish in June. The second group starts in August and finishes in late November or early-December. In addition, the Assembly employs two Research Assistants from Associate Delegate countries

All applications from candidates with the appropriate qualifications are placed on a list for consideration. Their names remain on the list for consideration for about twelve months. Candidates are requested to inform the Assembly by e-mail if they cease to be available to take up a position during that time.
The names of those selected will be published on the web site (<www.nato-pa.int). See below for further details regarding candidates from NATO Member Countries and from Associate Delegation Nations.

Information for Candidates from NATO Member Nations
The NATO Parliamentary Assembly is the parliamentary consultative organisation of the Atlantic Alliance, comprising about 200 members of the national parliaments of the 26 NATO member countries, as well as legislators from 13 Associate Member Nations.

The Assembly is divided into five committees: the Committee on the Civil Dimension of Security, the Defence and Security Committee, the Economics and Security Committee, the Political Committee and the Science and Technology Committee. The full Assembly meets twice a year in different member countries at the invitation of national parliaments. Sub-committees and Special Groups examine specific issues and conduct fact-finding missions throughout the year.

The International Secretariat of the Assembly is based in Brussels and is staffed by some 30 people from the various NATO member countries. The main task of research assistants is to contribute, at the request of Committee Directors or Senior Management, to the research necessary for the drafting of the Assembly reports and other documents. The job occasionally entails some administrative work, but most tasks are research oriented.

Research assistants from NATO member nations are typically recruited for a three-month period, which can be renewed for up to two additional months. Due to the Assembly's work schedule, research assistants are usually requested to commence work either in late January or late August. The stipend is EURO 700 net per month. The Assembly provides a small furnished and equipped flat free of charge, which the researchers are expected to keep in good condition, and provides a basic health insurance policy for the duration of the internship.

Qualifications
Candidates must possess a first degree and a Master's degree (or equivalent) in Political Science, International Relations, History, International Economics or related subjects. Preference will be given to candidates who have recently completed their Masters degree. Ph.D. candidates are also welcome to apply but should recognise that during their tenure with the NATO PA, their workday will be dedicated to Assembly defined projects.

Candidates should be completely fluent in oral and written English and/or French. If neither is mother tongue, certified evidence of proficiency level will be required. Knowledge of other European languages is a further asset.

Applicants should apply by typewritten or word-processed letter, indicating their areas of interest and competence, nationality, and period of availability. A curriculum vitae and two letters of recommendation from referees well acquainted with the applicant's recent work or professional experience should also be forwarded to the International Secretariat.

Applications for positions commencing in August 2008 should be received by 15 April 2008. The names of those selected will be posted on the website (<www.nato-pa.int).

Applications or requests for information should be sent to:

Assistantships in France

The French Ministry of Education is offering 1700 teaching assistantship positions in French Primary and Secondary schools to American citizens between the ages of 20-30 years years of age, graduates or undergraduates, who are proficient in French.

The gross remuneration of foreign assistants is 890 euros, minus approximately 60 euros for social security (medical insurance). Assistants are responsible for their transportation to France. The regional education authorities will hold an introductory course before taking up duties. These free courses facilitate the assistant's integration and introduce them to their jobs in the schools. Assistants are responsible for making their accomodation and residence arrangements.

Public Universities in France can hire foreigners as visiting professors (professeurs associés) or as Maîtres de Conférences Associés, Assistants and Lecteurs. The Franco-American Commission for Educational Exchange in Paris (Fulbright Commission) has a general information sheet on "Teaching Positions in France" with useful addresses in both France and the United States.
