The SIPA workshop team worked with Orbis International, a leading development organization striving to eradicate preventable blindness and improve eye health across the world. Recently, Orbis has been developing a new initiative to mitigate Diabetic Retinopathy (DR). DR is now the leading cause of blindness amongst working-age adults and comes as a direct result of poor diabetes management. In coordination with the M&E experts at Orbis, the SIPA team was tasked to better understand the needs and challenges for DR project implementation. The team conducted mixed-method research through expert interviews, surveys, and field visit observations in China, an existing DR project, and Mongolia, a country in the process of implementing a DR project. The SIPA team compiled their research to create a global monitoring and evaluation strategy toolkit to serve as a context evaluator and guide for Project Managers and Country teams wishing to implement a DR project.
