SIPA team in collaboration with DAI developed a political economy framework for the agricultural sector in Northern Haiti. The framework identifies challenges for smallholder farmers and agribusinesses across three value chains (rice, cocoa, and banana/plantains). The report outlines the structural factors, rules of the game, and power dynamics that enable and inhibit agricultural development. The recommendations aim to address the behaviors of the market actors and the ways agricultural programming is designed. recommendations further focus on improving access to appropriate tools and materials, enhancing partnerships, and increasing collaboration amongst market actors. The SIPA team hopes that the report will provide guidance for DAI and other actors who are committed to supporting smallholder farmers and agribusinesses in Haiti.
