Helena Garcia is Lecturer at SIPA, teaching LEADU6500: Economics and Quantitative Methods Bootcamp in Summer 2023. She is a Mexican economist and political scientist from the Instituto Tecnológico Autónomo de México (ITAM). She holds a Master’s degree in Public Administration and International Development from the Harvard Kennedy School. For over a decade she has led policy and research projects on climate change adaptation and mitigation, as well as how to structure and finance climate-resilient transitions. She also specializes in policies for productivity, green growth, innovation, and financing for firms. She has ample experience in public policy design and analysis. In the past, she has worked for UNDP, at the Colombian Private Council on Competitiveness, as a researcher in Fedesarrollo, and in the Mexican public sector.
